Mid-Term external review of GFRAS and YPARD

The Swiss Agency for Development SDC has mandated the HAFL Hugo P. Cecchini Institute to conduct an external review of the GFRAS/YPARD JOP implementation from 2021-2025 to inform decision-making, enhance learning, and ensure accountability.

Situation

The review will assess achievements, challenges, and opportunities in advancing sustainable food systems and youth engagement, address the RAS providers and young agricultural professionals, explore the institutional and financial sustainability of GFRAS and YPARD, and provide recommendations to strengthen the partnership. The review will focus on the global secretariats' roles in managing projects, the functionality of regional networks and hubs, and the overall organizational and financial setup, with findings informing the next Operational Plan post-2025.

Approche

The Global Forum for Rural Advisory Services (GFRAS) and Young Professionals for Agricultural Development (YPARD) have formed a strategic partnership and developed a Joint Operational Plan (JOP) 2021-2025 to leverage synergies between their networks, focusing on empowering young agricultural leaders and enhancing demand-driven rural advisory services (RAS). The plan aims to involve RAS providers and young professionals in creating sustainable food systems for all rural populations through innovation and engagement. The strategic fields of action include advocacy for supportive policies and investments, professionalization and capacity development for young professionals, effective knowledge management, and building sustainable networks.
