Situation

The National Development Plan (NDP), the overall development framework for Uganda, envisages elevating Uganda to a middle-income country in the next years through strengthening the country’s competitiveness for sustainable wealth creation, employment and inclusive growth. In line with the NDP and other relevant frameworks, the 11th European Development Fund (EDF) National Indicative Programme (NIP) for Uganda recognised the fact that Northern Uganda requires further support to consolidate progress achieved over the past decades in the region and further promote inclusive socio-economic development. This assessment led to the formulation of the Development Initiative for Northern Uganda (DINU). DINU is a Government of Uganda programme supported by the European Union (EU) under the 11th EDF. DINU is designed as a multi-sectoral integrated programme covering interventions in three inter-linked sectors: (1) Food Security, Nutrition and Livelihoods (2) Infrastructures (transport, logistics, water, energy) and (3) Good Governance. BFH-HAFL provides technical backstopping to the Action for Livelihood Enhancement in Northern Uganda, one of the components of the DINU project, which is implemented by Caritas Switzerland.
