Situation
The Community Health and Social Accountability Program (CHASP) stands as one of the most sustained and system-oriented health interventions implemented in Somalia over the past decade. Introduced in 2017 by Save the Children in partnership with federal and state Ministries of Health and supported by the Swiss Agency for Development and Cooperation (SDC) and the Swedish International Development Cooperation Agency (Sida), the program was designed to address deeply rooted constraints in access to quality health services, particularly for women, children, and marginalized populations. From its inception, CHASP has been anchored in a recognition that improving health outcomes in fragile contexts requires more than expanding service delivery. It requires strengthening the institutional, social, and behavioral foundations that enable health systems to function, adapt, and endure. CHASP design integrates three interdependent pillars: the delivery of the Essential Package of Health Services (EPHS), the strengthening of health system governance and institutional capacity, and the empowerment of communities through social accountability and participation. BFH HAFL conducted an ex-ante and ex-post economic and financial analysis for all the phases of CHASP.
