Situation
Operating in 11 municipalities across Samegrelo–Zemo Svaneti, Guria, and Kvemo Kartli, the project strengthens local economic systems by improving value chains in wine, tea, and eco-tourism. It supports SMEs, enhances coordination between public and private actors, and builds institutional platforms such as business associations and CMOs. In response to political shifts and shrinking civic space, LEDP has adapted by focusing more strongly on regional systems and local implementation. The Mid-Term Evaluation (MTE) assesses performance, accountability, and learning, and provides recommendations for a potential second phase.
