  • Pascale-Catherine Kirklies is a Postdoctoral Researcher in the Public Sector Innovation group at the Institute Public Sector Transformation of the Bern University of Applied Sciences. She holds a PhD in Public Administration from the University of Lausanne (IDHEAP), where she focused on user-centred public services, including agile government, inclusive platform design, and citizens’ individual experiences of bureaucracy. Her work has been published in leading journals such as Government Information Quarterly and Public Management Review. Her research and teaching explore the interaction between citizens and the state and how these interactions - both analog and digital - can be improved and better understood. She employs qualitative and quantitative methods and draws on perspectives from behavioural public administration, administrative burden research, personality research, and agile government. Before her PhD, she gained practical experience in various organisations, including the German Federal Foreign Office, PwC Public Sector Consulting, the City of Constance, and Fraunhofer IAO. This close connection between research and practice continues to shape her work.
