Situation

Rural municipalities, in particular, are increasingly facing difficulties in ensuring mandatory school medical services due to a shortage of qualified professionals. With the new school medical services regulation coming into force on August 1, 2026, municipalities in the Canton of Bern will be able to choose between three different care models – including a delegated model involving School Nurses. The introduction of this model may pose organizational and structural challenges for municipalities. At the same time, there is a growing need for low-threshold health services for students. However, there is currently a lack of a practical guideline as well as clear insights into supportive framework conditions, potential barriers, and key success factors for the sustainable implementation of School Nurses.

Course of action

As part of the feasibility study, interviews are conducted with three municipalities in the Bern region, and schools are visited on site. In addition, three School Nurses are integrated into the study; they have completed the modules “School Health Nursing” and “Pediatric Health Care” within the Master’s degree program in Nursing at Bern University of Applied Sciences. The findings will be compiled in a practice-oriented report
